You are looking at the 2666w tender, a classic early 1940's whistle tender that was originally issued with some of the nicer engines in the prewar era such as the 229, 229E as well as the 1684 (uncatalogued) and 1664, 1664E, 1666 and 1666E.
HOWEVER, you can use with any prewar Lionel steam locomotive--ANY. Heck, put it with a postwar locomotive if you want to pull prewar cars with it.
